How does the project relate to TxDOT’s Downtown 10 project?

Roadway infrastructure improvements to I-10 and the Downtown Deck Plaza Foundation’s advocacy for a Deck Plaza over I-10 in Downtown El Paso are separate undertakings with separate funding sources and separate goals. However, if TxDOT makes improvements to I-10 through Downtown El Paso, with it comes a once-in-a-generation opportunity to weave the urban fabric of Downtown and Uptown back together.

Why not just put a Deck Plaza over I-10 as it is today?

A.

The initial feasibility study funded by the Paso del Norte Health Foundation has demonstrated a dramatic cost savings if the Deck Plaza is built in cooperation with TxDOT improvements to I-10. PDNHF does not believe the project is feasible without the significant state support which could come with improving I-10 through Downtown.

How much will it cost? Who will pay for it?

A.

At this point, it’s too early to precisely answer these important questions. However, PDNCF’s Downtown Deck Plaza Foundation is raising funds now to continue assessing the feasibility, draw-up schematic designs and provide coordination for the community’s efforts. In other communities, similar projects have required significant investment and cooperation from the public and private sectors.

When did all this start?

A.

The idea of placing a Deck Plaza over I-10 in Downtown isn’t new. It’s also something which has been done in many other communities. The PDNHF became involved in 2018 by initiating the Deck Plaza Feasibility Study. The PDNCF determined that this vision needed a community champion. In 2020, the PDN Community Foundation’s board voted to serve as a financial sponsor of further preliminary work. If you or your organization would like to contribute to that effort, click here.

Is this already a done deal?

A.

Not at all. Community support and involvement are critical to bringing this vision to reality. Transformational projects such as this one require collaboration among the public sector, private sector and non-profit organizations. By meaningfully engaging now, the Downtown Deck Plaza Foundation increases the likelihood of this being delivered to the community. However, many of the details like exact cost share, funding mechanisms and the precise amenities which will be built are up to us as a community. The Paso del Norte Community Foundation’s Downtown Deck Plaza Foundation is a non-profit organization and does not have the right to condemn property through eminent domain. Questions about highway construction and any potential use of eminent domain should be directed to the Texas Department of Transportation.
